Non-governmental organizations (NGOs) and decentralization in Haiti

The decentralization advocated by the 1987 constitution has struggled to be real and effective to date. Local elected officials do not offer services to the populations of local authorities and they do not decide for them. However we find the NGOs intervening in the process and doing what the leaders do not do. Thus they are involved in the process of decentralization.The objective of this work is to understand the impact of this intervention on the process of decentralization in Haiti. By considering the case of Croix-des-Bouquets using the qualitative method we were able to understand how this intervention is harmful to decentralization and how with the complicity of the central power NGOs weaken local powers to the point of making them unnecessary.
