Public Administration: normative factors: which is my contribution is intended to: distinguish between business administration and public administration; identify isolate and elaborate the six selected normative factors that explain the nature and scope of public administration recognized by and acceptable to western developed capitalist non-dictatorship countries and to some extent also semi capitalist non-dictatorship developing countries of Africa and Middle East Asia and Latin America. In sum the basically descriptive- analytical-explanatory study does two things: (a)dealing with the problem of selection of factors which guide the activities of political office-bearers and public administrators and their subordinates in their daily tasks of working out priorities and of implementing government policies plans and programmes; and (b)systematic analysis of the normative factors; namely political and legislative supremacy; public accountability; public efficiency; requirements of administrative law; democratic principles and respect for societal values and norms which together constitute the trans-empiricist theory of public administration.
