<p>The New York City Police Department had its origin in trying to find a better way</p><p>to control the rising crime rate as early as the mid-19th century.</p><p>As you begin reading you will understand how the crime in the city that never</p><p>sleeps was brought on by the massive population growth which caused primarily</p><p>by poor Irish immigrants from Ireland beginning in the 1820s.</p><p>You will learn how New York City implemented the London England policing</p><p>model of a full-time professional police force in 1845. This was done with the</p><p>establishment of the Municipal Police replacing the inadequate outdated night</p><p>watch system which had been in place since the 17th century with the founding of</p><p>the Dutch colonial city of New Amsterdam.</p><p>The Municipal Police were impatiently replaced by a Metropolitan Police.</p><p>Other local police were consolidated.</p><p>As you keep reading you will be amazed how I took you to the past and back to</p><p>the present time. It was not easy collecting stories about this great second-to-none</p><p>organization but it was not impossible.</p><p><br></p><p>Norma Iris Pagan Morales was born in Ponce Puerto Rico. When she</p><p>was seven years old her family relocated to New York City. She comes</p><p>from a very lovable family. Her parents Juan Jose Pagan Rodriguez</p><p>and Digna Morales Figueroa now deceased always encouraged her</p><p>with her projects as a writer and teaching career. Norma had three</p><p>siblings Adelin Milagros Pagan Morales Juan Jose Pagan Morales</p><p>and Julio Manuel Pagan Morales. Julio Manuel Pagan Morales died</p><p>on September 19 1998. He was also known for his writing/composer skills.</p><p>Norma did all her academic studies in New York City Puerto Rico and Canada.</p><p>She worked in the City of New York Police Department. As an Educator she worked</p><p>in New York City Bd. of Education as an English Teacher in Puerto Rico Bd. of</p><p>Education as an English teacher and in the Puerto Rico Army National Language</p><p>Center.</p><p>She has teaching certifications for English as a Second Language Teaching English</p><p>as a Foreign Language and Spanish as a second Language.</p><p>Norma has published five books: Proud of My Puerto Rican Bequest Porque Soy</p><p>Boricua? Poemas del Alma Art in Written Form and A Baffl ing Short Stories Collection.</p>
