This work aims to trace the evolution of sentences worldwide as well as the places where they are carried out culminating in today's prisons. The Brazilian Bill 2.825/2003 will be studied which aims to allow the outsourcing of activities ancillary to penal execution as an alternative to improving the terrible conditions in Brazilian prisons. Finally obstacles will be pointed out that make this bill unconstitutional.
