Since the 1960s African countries have aspired to freedom (access to human rights) linked to economic development which their people would enjoy without any restriction. In Mali this aspiration culminated with the advent of the multiparty system in 1991 and territorial decentralization in 1999. Several civil society organizations including the RLD and the ARGA are investing in the promotion of the new democracy by focusing on various aspects. This work emphasizes legitimate governance and the delivery of quality services in local communities citizen monitoring of decentralization communication prevention and non-violent management of conflicts (particularly those linked to rural land) and finally mediation between local customs and modern democracy.
