In this regard normative legal acts regulating the relevant spheres of social relations should be expedient have a certain purpose justifying the state''s intervention in this area of relations.Meanwhile significant changes are constantly taking place in the legislation on personal data which does not fully comply with the norms of international law and foreign experience as well as information socio-economic and cultural realities of Russian society. The practice of its application which is currently contradictory and inconsistent is still being formed.
