This issue of Phenomenal Stories Quarterly welcomes new Editor Richard H. Nilsen and includes Phenomenal Stories #13 September 2019 the Special Double Anniversary Issue. Richard has been with Phenomenal Stories since the first issue and takes over the primary editorial responsibilities for the quarterly under founder and Executive Editor Shawn M. Tomlinson. Along with the anniversary issue this edition of PSQ features the complete content of the July and August Phenomenal Stories. July was the first Special Issue focusing upon author Robert W. Chambers.
