Issues related to the development and management of natural resources are gaining more and more ground in political debates around the world. However before taking adequate measures in this area public authorities need to understand and know more about environmental issues i.e. they need to have as much information as possible in order to understand all the factors affecting this sector. Thisbook represents the opportunity study for the establishment of an observatory of mosquito nuisance. It was initiated on behalf of the Entente Interdépartementale de Démoustication du Littoral (France). Observatories are very diverse. They can be public private national or international. Their operating methods depend on the issues and objectives of their establishment. Several questions relating to such an organisation may arise:- problems of cohesion between partners- problems of hierarchy and power relations- political or administrative problems- problems of information circulation and communication etc.
