The local governments operate under the leadership of councillors who are politically elected and bureaucrats the professionals who are appointed to implement the policies. The theories on politico administrative relations suggest that the councillors and bureaucrats do interact and their interaction influence the formal structure. This influence can either strengthen or weaken the relationship (Jacobsen 2006). Thereforethis book describes and explains the nature of relationships that exist between the administrators and politicians in local government authorities. Specifically the focus is on how does political-administrative relationship look like in Tanzanian Local Government Authorities (LGAs)? What are the reasons for such Political-administrative relationship? How different roles perception trust and loyalty and bargain and power relations affect their relationship? Who dominates the relationship? With the aid of the three models -classic village and adversarial literature review and the data collected from Mvomero and Kinondoni councils the study attempts to provide the descriptions and explanations of the political-administrative relationship in Tanzanian LGAs.
