Politics and pacification

This paper analyses security and participation in the favelas through the pacification policy implemented in the city of Rio de Janeiro since 2008 which functions as a government technology that operates through the combined modulation of two programmes: the UPP and Rio+Social. In today's society of control the modular pacification programmes are in line with the neoliberal rationality that combines social programmes with police actions reinforcing subjection. The aim is to pacify the favela through the territorial occupation of the armed forces with police power the ostentatious presence of the so-called neighbourhood police the negotiation of the police with the drug trafficking police and the participation of everyone in being a policeman in their community.
