In recent years internal and external factors have led to changes that are essential for the survival of the higher education system in Senegal. There is strong competition in the sub-sector in initial and continuing education with the big or less big schools especially with the development of private higher education and the increasing diversification of offers and providers by private structures (firms and institutes research centres etc.). Internally institutions are strongly concerned by the mobility of their staff due to their human resources management policies. This poses the problem of the positioning of the quality approach in these institutions. For higher education this puts at the heart of the debate the problem of the quality of the overall organisation of the student's journey from his or her first contact with the training and research institution to the award of his or her diploma passing through all the intermediate phases without forgetting the learning and working conditions for them and their supervisors.
