The Factors Isolated Include Ineffective Control Of Corruption Lack Of Rule Of Law Poorly Articulated Government Policies And Poor Policy Implementations. The Implications For Nigeria Have Been A Regressive Leadership Poor Governance And The Lack Of Social And Societal Development.
