This book attempts to review the socio-economic situation of Congolese public sector workers with particular emphasis on the pay differentials between them. Using an intelligible approach the book attempts to compare these differences with their returns in terms of productivity.It also reviews a number of theories explaining the upward rigidity of productivity in the public sector. The aim of the book is to provide the educated public with an often overlooked but very necessary element to take into account to ensure a fair sharing of productivity gains in the Congolese public sector in particular and in developing countries in general.
