The Kulere people are among the numerous ethnic groups found in Central Nigeria. Oral traditions regarding the origin of the Kulere people are shrouded in a plethora of versions each making a persuasive claim of authenticity. Though they are most chronicled in Kulere songs folktales legends and proverbs. Kulere is a tribe that exists in Plateau and Nasarawa state of Nigeria. The people are unlike the Yoruba kingdom Bini kingdom El-Kanam empire and Fulani emirate that had centralized political authority in Nigeria. The Kulere political organization have a decentralized political authority with the Saf as the head of the council. The word Saf means chief priest spiritual father and custodian of the community. The council of elders is the highest decision-making body which decisions are supreme and that of congress is final. The power of Saf is subject to control by the council of elders which prevent an abuse of power. In the same way the council of elders clan and kindred heads are subjected to the control of the congress of the community.
