Industrilisation and urbanisation has given rise to the middle class community on one hand and on the other has also given birth to the ‘Babu’ (white-collered) class. Apart from the Saheb Babus and labourers of the three-tier management system the garden owners are also an important part of this set up. The administrators are constantly exploitating the tea labourers. Though the central and the state governments have adopted various welfare schemes for the tea community yet they never reach the hands of the beneficiaries and rather gets lost in between.
