Repeated violations by media professionals of the laws regulations and rules of ethics and deontology governing the press sector have as their main cause: lack of knowledge of press legislation and professional rules by those concerned. One of the reasons for this lack of professionalism is the practice of journalism by non-professionals. Jean-Claude Guyot and Luc-Adolphe Tiao had found that the effectiveness of a media regulator is not to prosecute operators because they do not comply with part of the regulations but to issue a recommendation detailing how the regulator considers that it is necessary to act practically to apply a regulation that may seem theoretical. This publication responds to this need for a reference framework of standards in Congolese audiovisual exploitation and logically a compass capable of indicating the benchmarks and markers of the precautions to be taken for optimal exploitation of both public and private audiovisual in the Democratic Republic of Congo.
