State of the Situation on Education and Labor in Uruguay

It is impossible to describe the overlapping of efforts resources and failures when all the parts of an institutional space which must be systemic to guarantee its functioning and improvement are absolutely fragmented. A structural difficulty in Uruguay is not being able to make this happen in Education and Labor where it is impossible to generate a National System of Education and Labor then old obsolete structures subsist which are also reproduced by creating new appendices of these and thus new satellite institutions to them but it is not understood that they should converge and not move away.
