Strategic Joint Evaluation of the Collective International Development and Humanitarian Assistance Response to the COVID-19 Pandemic

This Strategic Joint Evaluation examines how international development and humanitarian actors responded collectively to the COVID-19 pandemic between 2020 and 2022. Drawing on evidence from over 60 organisations and a wide range of country and provider case studies it sheds light on the relevance coherence effectiveness and efficiency of the global response. The evaluation reveals that while the pandemic placed immense pressure on global systems it also spurred unprecedented levels of co-operation innovation and resource mobilisation.
