Strengthening Metropolitan Relations

One of the greatest challenges facing modern urban societies is understanding how to organize huge metropolitan areas. What is the secret to developing metropolitan governance? How can we deal with the dilemmas of a metropolis in the Brazilian federal context where interests are often conflicting and institutional arrangements are fragile?
