Agriculture continues to play a catalytic role in growth and development of the Indian Economy. In spite of its excellent performance in the Green Revolution era Indian Agriculture has slowly ceased to be as productive competitive remunerative and sustainable as expected and desired.Under this situation question arises to as where from additional requirement of rice would be met. Though the increase in yield has been witnessed in all the major rice producing states but further improvement particularly in the states like Uttaranchal where it is very low (1.84 t/ha) and much increment in production is not expected because the annual growth rate in productivity was negative (-0.66 per cent/year) and in area annual growth rate was only 0.64 per cent per annum during 1994-95 to 2004-05.In our country farmers who are the ultimate users of research output face a large number of production related constraints. Elimination of these problems along with demarcation of production technology requirements of the stakeholders is a pre-requisite for increase in production of rice in Uttaranchal. Identification of the technology needs of the stakeholders and transplanting these into research
