The impact on the electricity cost burden by neighborhood if the Clean Power Plan (CPP) is implemented and consumers do not change their behavior;3. The impact on the electricity cost burden by neighborhood if the CPP is implemented and consumerseconomize on their consumption based on the estimated short-term behavioral responses; and4.
