The Commonwealth of Oceana

The Commonwealth of Oceana is divided into nine books. In the first book Harrington discusses the nature of power and the importance of property in a republic. He argues that the balance of power in a state is determined by the distribution of property and that a republic can only be stable if the property is evenly distributed. In the second book Harrington discusses the history of the Roman Republic and he argues that the Roman Republic was a successful republic because it had a balanced constitution. He then goes on to discuss the constitution of Oceana which he designed to be a balanced republic. In the third book Harrington discusses the laws of Oceana and he argues that the laws should be designed to promote the common good. He also discusses the importance of education in a republic and he argues that the education system should be designed to produce citizens who are virtuous and patriotic. In the fourth book Harrington discusses the military of Oceana and he argues that the military should be small and professional. He also discusses the importance of a navy in a republic and he argues that Oceana should have a strong navy.
