<p>One of the major objectives of good governance is human development. Many worry that without good governance many developing countries may become failed states.</p><p>Using one of the worst industrial disasters in Bangladesh to date Haroon A. Khan helps further our understanding of the importance of bureaucratic capacity for achieving good governance and offers a new paradigm for a merit system to improve governance.
