In this essay we have chosen to dissect through the city of Bukavu the strengths and weaknesses of the management of the civil registry in the DRC with the aim of contributing to the development of a viable program to strengthen the system.Population control is a ramp that allows the state to use human potential to increase the power of the community. Modern states have transformed themselves by making it their task to know how to trace the trajectory of the population''s life. In this is the archaeology of the civil registry service. This service is strongly and well organized in modern states. I am not going to talk about the category of weak or ineffective states that is applied to states on this continent; but it is enough to note that talking about civil status seeking documents from this service or even obtaining statistical data from this service creates astonishment to the point of becoming nervous yourself; generally this service is found in a small setting; this service rarely has a computer.
