This case study seeks to demonstrate how the public authorities of the municipality of Ponta Grossa Paraná through urban legislation seek to shape the urban space and indirectly induce the creation of privileged spaces for real estate speculation given their stance aligned with market interests. To this end the historical factors of the prevailing political culture in Ponta Grossa were evaluated through bibliography related to the city as well as its zoning structure at different times and the transformations produced by these in the horizontal and vertical densities of urban space. Past Master Plans encouraged the formation of a dispersed and sparse city and the current one despite incorporating new tools to combat speculation brought about by the City Statute uses the device of not making itself self-applicable allowing for the maintenance of market-oriented planning that is without any control or regulation of the market in favor of the social function of the city and property.
