The Palestinian Question in Brazilian Foreign Policy (2003-2010)

This work is guided by the approach of Foreign Policy Analysis (FPA) and its models. We used this approach in order to understand the decision-making processes of Brazilian foreign policy and its involvement with the Palestinian Question agenda in its various moments up to the creation of the perspective of relations with the countries of the Arab League embodying the ASPA Summit. In order to develop this perspective we sought support from primary references such as documents from international and national organisations official statements and speeches by authorities linked to the issue. Our central question is: did Brazil's relationship with the Palestinian question stem from a plan for Brazil's rise to international prominence or was it a natural development of its foreign policy? In other words planning or the result of facts? Based on the dialogue developed here we conclude that the agenda of the Palestinian Question was gradually integrated into Brazilian foreign policy at certain times to a greater or lesser degree.
