In the work on innovation the role of actors and culture are not treated in the same way. In general one variable prevails over the other influences the other without being influenced by it and takes over. Our research makes it possible to jointly articulate the role of actors and culture in the dynamics of technical innovation. Thus based on a study in three sectors we will highlight the role of actors by drawing on a synthesis of the various socio-technical theories while highlighting the influences of culture on this process. Our research was conducted in Canada in three sectors of activity: public private and social economy and with two types of organisations in each sector of activity (low-tech and high-tech organisations). The aim is to provide a comprehensive and varied understanding of technical innovation based on a pluralistic approach. This understanding is based on the articulation of the culture and the role of the actors as variables in their own right that coexist and influence each other within the organisation.
