The current discussion going on in many Sub-Saharan African states is to involve majority citizens in the democratic process by putting them at the center of politics so that they can be able to hold leaders accountable. Whereas the NGO sector in Uganda may is still be weak and fragmented with no shared vision of what it hopes to achieve in the social economic and political spheres it should be noted that CSOs are increasingly playing critical roles in the socio-economic and political transformation of the country. In general CSOs have attempted to influence policy through collaboration confrontation complementary activities and or rising people’s conscious.One of the most serious problems confronting Uganda in regard to citizen participation is the continued loss of nationalism and patriotism by citizens. Good governance can best be promoted and practiced if there are checks and balances that are constantly instigated by concerned citizens who participate in issues that affect their society. A class-based society which creates a gap between the elite and the ordinary citizen or the urban based and the rural based citizens.
