There is a common understanding that the CPA did not analyze the armed conflicts in the Nuba Mountains or Blue Nile areas thoroughly. Based on this assumption Rottenberg et al. (2011) indicate that it could not provide a lasting solution to some of the major issues. The CPA generally highlighted the need for reforming education in Sudan without specifying issues such as curriculum language of instruction or widening the educational opportunities in these areas. Even the few points that related to peace education and teaching of local languages were not implemented. This comes in line with other political economic and military components that were either completely dropped or partially implemented (Small Arms Survey 2011). Delaying and cancelling the implementation of some of the provisions of the CPA led to the instigation of a second armed conflict in both of Nuba Mountains and Blue Nile in June and September 2011 respectively. As the Government forces and the rebel group in these two areas currently fight each other national and regional efforts are being exerted to reach to a peace deal.
