The Rural Municipality in the Venezuelan Legal Sphere

The purpose of this research is to analyze the importance of the Rural Municipality in the Venezuelan legal field. It is a documentary bibliographic historical comparative and descriptive research. In the constitutional evolution of Venezuela the Rural Municipality is not foreseen even when in some of our Fundamental Charters the creation of different municipal regimes is invoked to be developed through a National Organic Law. However this National Organic Law of Municipal Regime and Organic Law of the Municipal Public Power have omitted one of the most important special conditions economic development geographic situation historical and cultural elements which our Constitutions have demanded to create the different municipal regimes and when the Fundamental Charter invokes them as in the case of the Constitution of the Bolivarian Republic of Venezuela of 1999 they are ignored by the Venezuelan legislator at the time of drafting the National Organic Law that governs the matter. The specific purpose is to generate a proposal for the inclusion of the Rural Municipality in the Organic Law of the Municipal Public Power.
