When heads officers and administrative colleagues are absent shift commanders manage the fire service they shape the culture of the organization and enforce the rules they are who can motivate or discourage colleagues with their performance they are the first commanders in the incident and have to manage the operation in critical moments shift commanders have a very sensitive role.
