The Status of Individuals in Int'l Law: The case of Core Int'l Crimes

The Individualization of International law backs to time immemorial. However the rise of individuals involvement on inter state affairs calls for the anthropomorphizing of International law. Is this the time to decenter International law from states to Individuals? How can we made states responsible for the action of individuals? How the current International legal framework will perform in order to make individuals its center of attention?
