About The Book

This book is about my experience in field of procurement of goods on contract basis in the 33 years of my service in an organisation namely Directorate General of Supplies and Disposals which was a central Purchase Organisation for procurement of goods from the Indian and foreign manufacturers for the requirements of the India Government along with the state Government and Government undertakings in terms of Indian Supply Service Rules 1961. This book is about the difference in Indian sales of goods Act 1930 and the Indian Contract Act 1872 as sales of goods Act 1930 does not have any clause for resolution of dispute through court of law in purchase of goods like delay in supply will attract penalties of 2% low quality of goods can be rejection and full amount recovered and failure to supply in time will lead to cancellation at risk and cost and this loss can be recovered by the Government of India by filing recovery suit against the defaulter. But a contract can only be signed in terms of the Indian Contract Law by the person who has been appointed by the President of India in terms of article 299 of the Constitution of India which is required by the Indian contract Act 1872 having the powers defined in the article 300 of the Constitution of India.. About the Author: I was born on the 31st October 1961 and brought up in the port city of Bhavnagar which was known as a diamond city in the Gujarat state. My grandparents were from a village Madariya situated on the bank of a river Saryu in the Gorakhpur district of Uttar Pradesh and they were highly decorated diamond merchants. My father was with the Indian Railways as Signal and Telecommunication Engineer. My primary education was from a Christian school namely Fatima convent high school at Bhavnagar and I got my higher secondary school education from the college namely Raj Ratna P T Patel science college vallabh vidyanagar in the Anand district of Gujarat. I graduated in Mechanical Engineering from the Lukhdhirji Engineering College Morbi from the Saurastra University of Gujarat in the year 1984 and qualified the Indian Engineering Service Examination 1984 and was selected and appointed as Indian Supply Service Officer on 23rd December 1986 as Contract Officer by the President of India in terms of the article 299 of the Constitution of India.
