About the Author: Dr W Kumar Singh acquired his BA Hons (Econ.-1976) from the Gauhati University MA from JNU(1979) PhD from MU(1988) and Post-Doctoral Fellowship from ICSSR New Delhi. Now he is a retired Associate Professor in Economics. He taught at Waikhom Mani Girls College Thoubal and Y.K.College Wangjing. He has produced PhD students under his guidance. He has published articles in reputed journals like Economic and Political Weekly Indian Journal of Agricultural Economics Indian Economic Journal etc. His writing covers a wide range of topics in economics all of which contributes to the clear understanding of problems which is very much required for meaningful economic policies. He has been a member of professional associations and was associated with many expert committees.
