University Model

Access to education would benefit individuals learning institutions and communities. Public university can be the doorway to opportunity and enable individuals to achieve their potential. However large numbers of urban mostly minority youth are barred because of prior poor academic performance limited economic resources or inability to cope with the social demands of university. There is a solution outlined in this book. Relevant parties win. Costs are minimal. Implementation is practical.
