John S. Shilshi is a retired IPS officer of Manipur cadre. He served in Manipur from 1990 to2000 when the state was one of the hottest theatres of conflicts in the region. Trained in Counter-Insurgency and Counter-Terrorism he led the elite civil police commando unit from 1992-2000.He served in the Intelligence Bureau from December 2000 - February 2016 and in the NationalSecurity Council Secretariat (NSCS) from April 2016 “ March 2018. He is a recipient of threeGallantry Medals a Medal for Meritorious Service and a Medal for Distinguished Service fromthe President of India.He edited a book Bonds Beyond Border a project of BP Koirala India-Nepal Foundation in2008.
