The 8-4-4 system was deemed to be a major deterrent to the development of a culture of values and ethics in and through schools. For instance cases of indiscipline (e.g. student’s unrest violence strikes burning of schools etc.) corruption criminality terrorism and general violation on the rule of law (e.g. child labour sexual abuse illicit business etc.) has been on high gear. The core values of respect tolerance equality and peace are not well integrated in the old system and contribute significantly to the stated problems. The research unleashes the extent to which the 2-6-6-3 has integrated the VBE through consideration on priority values awareness approaches or strategies for nurturing mitigating factors and the best practices to promote the values. The study was undertaken by a survey administered in form of a questionnaire and interview sessions with head-teachers of public and private schools. A census was done on public schools (98) and 50% on private schools (i.e. 50% of 358 = 179) randomly selected.
