<p>In January 1993 nine inches of rain fell on the San Diego/Tijuana region seven inches more than normal for the month. Most of the rain fell within a two-week period flooding many parts of the region. When it was over 66 people in Tijuana had lost their lives.</p><p> </p><p>Through the firsthand account of his brother Claudio Burgin the author presents the poignant narrative of When The Rains Came. The heart-wrenching story unfolds as Antonio a close friend of Claudio endures the unimaginable loss of his parents who were tragically torn away from him during the forceful impact of the initial wave that struck their home..</p><p> </p><p>The natural calamity was further compounded by a political power struggle between two opposing parties leading local politicians to refuse aid from the federal government.</p><p> </p><p>Also included as a bonus are three pieces documenting the Mexican American experience by the author along with one short story. </p>
