A health action plan enables the implementation of activities within a health strategy. In Africa many diseases continue to rage despite the health action plans requested by the WHO. Many questions remain unanswered about the care of people living with HIV/AIDS: what is it about health systems that makes the indicators for the care of people living with HIV/AIDS (PLWHA) so poor? How can they be made more effective and equitable? A study was conducted with PLHIV/AIDS in the West Region of Cameroon as the population of interest i.e. people for whom in the popular saying 'conquer or die' the word conquer can be replaced by 'use health services' and the saying becomes 'use health services or die'. The results obtained did not reflect the expectations of the numerous health initiatives deployed by the Government of the Republic of Cameroon to improve the quality of life of PLHIV/AIDS. Implementing the three-year Project Action Plan will cost US$389500 (approximately 233700000 CFA francs).
